24colored M&M candies(I suggest having extra in case some don't cut perfectly)
2-3ropes red licorice
1bottle Wilton white cookie icing
Instructions
Prepare cupcakes according to package directions.
Frost cupcakes.
Using Wilton white cookie icing as a sort of glue, attach two eyes, a snip of licorice as a wattle, and a cut M&M as a beak to Nutter Butter cookies and allow to set up and dry for 45 minutes until the icing hardens.
Push the cookie into the center of the cupcake.
Push candy corn behind the cookie to act as tail feathers.
