Spray an 18-cavity nonstick muffin tin with nonstick spray or grease lightly.
In a medium mixing bowl, mix together the flour, Italian seasoning, oregano, garlic and onion powders, red pepper flakes, black pepper, baking powder and baking soda.
Once that is mixed well, add the Mozzarella cheese, Parmesan cheese, sausage crumbles and chopped pepperoni, tossing those to coat nicely with the flour mixture.
In another small bowl, whisk the egg with the oil and pizza sauce.
Combine the sauce with the flour mixture, mixing gently until it forms a batter.
Divide batter among muffin tin cavities.
Sprinkle the mozzarella topping over all and tuck in a pepperoni.
Bake in the preheated oven for 20 minutes or until done inside.
Cool in pan 10 minutes, then turn out. Serve warm.
